Mr. Fitzpatrick established Pacific Pathways, LLC in 2007 to provide advisory services to private development firms, businesses and public agencies. Mr. Fitzpatrick has over 40 years of experience working for and with federal, state, county and city governments, school districts, the private sector business and development community. He is known for his strategic planning ability, including negotiation and problem solving skills to get projects completed on time and on budget.
Mr. Fitzpatrick is one of the few professionals that have background in BOTH public sector executive management and owner/operator of private sector businesses for land and project development.
Private Sector Experience:
In addition to Pacific Pathways, LLC, Mr. Fitzpatrick and a partner in 2005, established Lantana Investment LLC, an investment and development company. Lantana secured raw land for development and worked with land owners and municipal governments in securing entitlement rights for housing and commercial development projects. In three years, Lantana successfully entitled and sold to national and regional home builders over $50 million of property.
From 1991-1997 Mr. Fitzpatrick served as CEO of Rio Mesa, Corp. for development of a 15,000 acre master planned community north of the City of Fresno. (See discussion below)

Daniel T. Fitzpatrick is a business, real estate and general practice attorney and business advisor. His expertise covers a number of industries, including energy, real estate sales and land development.Mr. Fitzpatrick holds his real estate broker’s license and his California law license..
A graduate of University of California, Berkeley, he received Bachelor of Arts degrees in Political Science and Development Studies, as well as a minor in City and Regional Planning. He also completed a post-bachelor Certificate Program in Land Use and Environmental Planning at UC Davis, and spent several years working for a successful real estate development company specializing in building large-scale master planned communities. As a law student, he was an intern in the San Francisco Office of the City Attorney, where he worked in the land use department. Later he worked as a law clerk for the Public Rights Division in the Office of the Attorney General in Sacramento.

Todd Moreno is a tax and general business attorney and consultant serving a wide range of clients, from individuals to international corporations, in matters such as business planning, governance/management, acquisitions/mergers, tax planning and controversy work, business litigation and administrative law. A guiding force to a number of start-ups, many in the tech, medical and other professional service industries, in the over twenty years he has been in practice, he has branched out into a number of areas of law, all to meet the new and ever expanding needs of his clients.
After graduating from Santa Clara University with a Bachelor of Science degree in Accounting, he continued there for his legal studies before working for Coopers & Lybrand (now PricewaterhouseCoopers) and then continuing his work at Georgetown University Law Center, where he received his LL.M. in taxation while specializing in partnership and international tax issues. He has made San Francisco his professional home ever since his return. Admitted before all of the state and federal courts in California, as well as the Tax Court, Court of Claims, the Ninth Circuit Court of Appeals, and the United States Supreme Court.
